An end-to-end ‘one stop shop’ service to deliver retrofit in the able-to-pay market

The LLCA was set up in partnership with committed public and private sector stakeholders, and aimed to design a scalable, proof-of-concept model for domestic retrofit. This ‘one stop shop’ is aimed at homeowners in the able-to-pay market. Following the delivery of an initial Blueprint Report, the LLCA engaged with customers in Chapel Allerton to test and refine the proposition, including its customer journey, incentives, and financial products. Work also took place to refine the delivery model and plan for the creation of an initial delivery team.

The project seeks to address three core challenges which inhibit energy efficiency retrofit amongst more affluent householders. These challenges are

  • a complex customer journey
  • a fractured supply chain
  • the lack of a compelling financial proposition

UKIB’s advisory team were appointed to the project for a six-month engagement, providing confidential and impartial advice as a critical friend to Leeds City Council. This included supporting the analysis of project risks and funding approaches, engaging with key stakeholders to assist the design of the proposition, and facilitating knowledge sharing with other local authorities.

With around 20% of UK greenhouse gas emissions attributed to buildings and 17% coming from homes, retrofit is a crucial component of the UK’s journey to Net Zero and a key focus for UKIB in delivering against its core objectives. Projects like the Leeds Low Carbon Accelerator assist the identification of future pathways to support an accelerated pace of retrofit activity across the UK and we are grateful to have had the opportunity to partner with Leeds City Council on this latest phase of their important work.

By creating a smooth customer journey, backed up by new finance products, we can finally help homeowners interested in retrofit to take action to decarbonise their homes. We believe that the Leeds Low Carbon Accelerator project could prove a concept that is scalable across the UK, allowing other authorities to work bottom up to create homeowner demand, helping to prime the local and national markets. At Leeds City Council we are delighted to have the support of the UK Infrastructure Bank as we bring forward these ideas in our city.
